Rock City Falls is a tiny community in the town of Milton, Saratoga County. It thrived in the late 19th and early 20th centuries with several mills along the Kayaderosseras Creek.

Cottrell-Harrington Park is located on Route 29 at, and just down stream of, The Empire Mill, which produced paper bags up until 1930. Built in 1840, it was at one time the largest manufacturer of paper bags in the world.
